Tim Melton (D) on November 13, 2008, to allow the recipient of a state “promise grant” college scholarship (formerly “merit awards”) to assign the money to one of the “promise zone” authorities proposed by House Bill 5375, or to a “community foundation” authorized to perform a broad range of charitable activities. These entities could spend the money for the student’s benefit, which among other things could involve giving it to a local public school district for "educational improvement activities".
