A structured decision making tool is a branch-tree model to achieve predetermined outcomes in administration, not in legal determinations. This is the entire problem in dealing with the improper removal of children.

Has anyone ever taken the time to just sit down and look at this "so-called" decision making tool?

Allow me to provide stakeholders with a cursory overview.

If you have more than one child: Strike One

If you do not understand the seriousness of the referral or why CPS came out: Strike Two

If you are on social assistance as the funding is entitlement: Strike Three...Your children are out of the home and in foster care.

Decisions are suppose to be judicial in nature with due process and expediency of trial. Investigations are to be forensic by trained law enforcement officials who have taken constitutional oaths. CPS investigators are not even licensed nor possess proper credentials to make decisions. Case managers are not even regulated as they are not licensed social workers.

Improper removals only lead to termination of parental rights to close the files in order to bury the blatant evidence of false claims and fraud. This is why HB 5757 must be amended and passed to save Michigan families and unnecessary costs to taxpayers.

Poverty is not a crime, unless you have children in Michigan.
