Introduced by Rep. Kathy Angerer (D) on July 23, 2008, to impose a $1,000 civil fine on employers who knowingly hire illegal aliens, and up to $5,000 for second or subsequent violations. An employer would be exempt who requested, received and documented employment eligibility documents from a prospective employee, or who checked the individual against a federal database.
