Barbara Farrah (D) on May 22, 2008, to establish a definition of “construction manager” in the law that specifies establishes a state trust fund for reimbursing victims of fraud involving building contractors, and establish provisions and procedures for this fund which reflect the difference between engaging a construction manager company and engaging a contractor directly.
