To prohibit the executive director of a community mental health services program or the director of a licensed hospital from participating in an investigation or determination by the office of recipient rights that these entities are required to have. Also, to establish that the entity must accept the recommendations of this office in a determination that a mental health service recipient’s rights have been violated, unless the recommendation conflicts with the rights of an employee.
