Loosen competitive bidding requirements on schools

To allow school districts and Intermediate School Districts (ISDs) to buy up to $100,000 of food in a single transaction without competitive bidding. Current law requires schools to seek bids on any purchase greater than $17,932. The bill also raises that margin for non-food purchases to $19,211.
