Revise special tool lien law

To revise the “special tool lien law” that clarifies who has ownership rights in tools, dies, jigs, gauges, gauging fixtures, special machinery, cutting tools, or metal castings manufactured by a special tool builder, to establish that an “end user” (the person who uses a tool in the manufacturing process) would not only have a lien on the tool, but also on interest and attorney expense related to a dispute.
