Earmark certain school appropriations

To establish as the “intent of the legislature” that up to $1.3 million of the annual school aid appropriation be earmarked to certain school districts (or a district) whose net revenue is reduced by industrial personal property exemptions authorized as part of the new Michigan Business Tax.
