Introduced by Sen. Ray Basham (D) on January 25, 2007, to require that all diesel-powered construction vehicles and equipment used by a local government or a company contracted by a local government in counties deemed to be out of compliance with federal air pollution and ozone standards must use ultra-low sulfur diesel fuel, and the "best available" pollution-reducing technology. This would apply to road construction and other equipment.
