Introduced by Sen. Tupac Hunter (D) on January 24, 2007, to use a three-year average pupil count to establish the amount of per-pupil state aid for school districts with declining enrollment. Currently, state funding is based on a formula combining current year and prior year pupil counts. Only smaller districts are now allowed to use a three-year average, which increases the amount of funding for declining districts.
