Introduced by Sen. Liz Brater (D) on June 27, 2007, to impose new regulations on the application of manure taken from concentrated animal feeding operations (CAFOs). The bill prohibits applying manure within a specified distance of wells, homes, surface water, roads or property lines; prohibits applying manure more than once a year, applying it on ground that exceeds a certain slope, or where crops for direct human consumption are grown; requires the manure to be treated beforehand, or "mechanically incorporated" into the ground; and more.
