it's the THEFT law. it's been there for 170 years.
USE IT. ENFORCE IT. when you catch them, JAIL THEM like the common theif that they are.
you DON'T need to write a new law to cover every possible circumstance, unless your FIRST attempt at lawmaking was faulty.

That's pretty stuff with all the jails full now. Why not just give him a hefty fine - $25,000 and then he can work it off in society and be productive. Imprison him and he'll probably come out a real criminal.
