2007 Senate Bill 414 (Revise timing of school funding disbursements )

Introduced by Sen. Roger Kahn (R) on April 18, 2007, to revise the law prescribing the days on which state funding to school districts is to be disbursed. The bill would establish that if the disbursement day does not fall on a business day, the payment is due on the next business day, not the preceding one. Note: One of the means that has been proposed to close a gap between previously appropriated spending and expected revenues in the current fiscal year is to push certain payments into the next fiscal year.

This is a mirage. "Let's balance the budget by paying our bills in October instead of September." Wake up! If you don't have the cash, you don't have the cash! Accounting tricks won't help you. This is like using the home equity account to pay off your credit card. It may look better, but you're still in debt.
