  • Introduced by Sen. Martha G. Scott on January 24, 2007, to require HIV, AIDS, and Hepatitis C testing by the Department of Corrections before the release of prisoners on parole or upon completion of their sentence. Positive test results would be reported to the Department of Community Health.

Testing prisoners before their release would allow the prisoner and the State to know if they have these dangerous diseases. We wouldn't release them with a loaded gun in their hand, why allow them to walk away without knowing if they have a communicable disease. THEY need to know they have it or not; protect the public and the "rehabilitated" prisoner.
