2007 Senate Bill 280 (Mandate continuing insurance for former dependents who become adults )

Alan Sanborn on February 27, 2007, to require a Blue Cross Blue Shield health insurance policy that covers dependent children to permit continuation of the coverage for the child until he or she reaches age 26, even if he or she is not considered a dependent. Also, to exempt any Blue Cross Blue Shield health insurance plan approved for offering though the subsidized “MI HEART insurance exchange" proposed by Senate Bill 278 from the many particular coverage mandates that have been imposed on health plans over the years.

      • Reported in the Senate on May 8, 2007, with the recommendation that the substitute (S-1) be adopted and that the bill then pass.
    • Substitute offered in the Senate on October 3, 2007, to replace the previous version of the bill with one that revises details and also imposes a price cap on the cost of the continuation coverage. The substitute passed in the Senate by voice vote on October 3, 2007.
  • Passed in the Senate (33 to 0) on October 4, 2007, to require a Blue Cross Blue Shield health insurance policy that covers dependent children to permit continuation of the coverage for the child until he or she reaches age 26, even if he or she is not considered a dependent. The bill imposes a price cap on the cost of the continuation coverage. My daughter who just turned 19, a fulltime college freshman has been told she will be taken off her father's employer sponsored BCBS policy at the end of the year.

Yes, as a full time college student she can stay on the policy. But, we have to pick up the $225.00 charge per month for Blue Crosses Dependent rider.

I am not sure how this bill will be any help to the uninsured college student.

a perfectly healthy 19 or 20 year old doesn't need health insurance. Why does this nanny state think that they know what's best for everyone?

They need to cover young adults and not discriminate
if a young adult can't afford college they should be covered under there parents insurance anyways. Young people are not offered health insurance in Michigan with most of the time they can only get part-time jobs with no benefits. I lost my health insurance and we picked up on my husbands insurance (BCBS) and they won't cover here because she is not a full-time student at a college. Did it ever occur that we don't have the money to sent her and we are a victim of job loss, my husband lost his job at Gerogia Pacific 3/06.
