Introduced by Sen. Jud Gilbert (R) on January 30, 2007, to require that all road construction projects that use federal money (which is most of them), and all projects whose cost exceeds $5 million, be performed under a “design-build contract” with a private contractor and awarded by competitive bidding. "Design-build" is defined as a procurement process in which both the design and construction of a project are procured from a single entity.
