Introduced by Rep. John Espinoza (D) on May 25, 2007, to express support for the governor's proposal to consolidate and centralize state internal auditing and internal control system functions. This is related to an Executive Order merging the Department of Civil Service into the Department of Management and Budget. All state government accounting and internal auditing processes also would be consolidated into DMB. Passed 106 to 0 in the House on May 25, 2007.
