Coleman Young (D) on September 12, 2007, to exempt school “sinking fund” property taxes from the Headlee tax limitation amendment millage rollback provisions, which essentially prohibit schools and local governments from profiting from real estate assessment increases greater than the general rate of inflation.

School building is no good reason for blowing past the Headlee cap. You should be building schools within the tax structure we have.

Any exception becomes another excuse to overspend.
