Introduced by Rep. Doug Bennett (D) on November 8, 2007, to impose new fees developers required to submit a condominium subdivision plan to the Department of Environmental Quality if the condo will not be connected to a municipal sewer system. See also House Bills 5450 and 5451.

Why bother with this new tax? This isn't Alabama you are taxing it is Michigan and you do not need more housing in a state every one is leaving.
