Shanelle Jackson (D) on September 28, 2007, to tack an additional $10 assessment on those individuals who have been convicted of an alcohol-related offense, and earmark the money to drug treatment courts, which are a a non-adversarial type of alternative judicial proceeding for alcohol and minor drug use crimes.
