This inane proposal would effectively allow the federal government to set all environmental standards -- in direct contradiction to the Founder's fundamental belief that state's should be laboratories of Democracy.

so you should read and learn of what you speak. If you think more government regulations or bigger government will cure anything you are delusional. Show me one government regulation or entity that doesn't cause more problems, cost, hassel etc. than they cure. You have been brainwashed by the envirosocialists that want us to be more like the third world. The richest most free countries on earth are also the cleanest. Get the government out of the way and good things will happen.
