Introduced by Rep. Coleman Young (D) on June 12, 2007, to cap credit card interest rates at 15 percent. Current law does not prohibit these from being set at whatever rate the market establishes.

A depository instititution being stricken from teh proposal modifies the meaning in what way? Please clarify. Define exactly what lenders, aside from the identified mortgage etc. lenders will be affected.
