Introduced by Rep. Lorence Wenke (R) on May 17, 2007, to open up the health insurance plan that the state provides to its employees to all other units of government in Michigan, who would be able to be part of a much larger risk pool, and would pay the state whatever the actual cost is to cover their own employees under the plan. The bill is part of a government pension reform package comprised of House Bills 4799 to 4809.

Substitute offered by Rep. Steve Tobocman (D) on May 25, 2007, to replace the previous version of the bill with one that tie-bars the bill to an increase in the state income tax from 3.9 percent to 4.6 percent. With the tie-bar the bill could not take place unless the tax hike also did. The substitute passed in the House by voice vote on May 25, 2007.
Amendment offered by Rep. Kevin A. Elsenheimer (R) on May 25, 2007, to remove a "tie-bar" to House Bill 4500, which would increase the income tax from 3.9 percent to 4.6 percent. With the tie-bar the bill could not take place unless the tax hike also did.
