Introduced by Rep. Brian Palmer (R) on April 25, 2007, to establish in law the right of a health care provider to refuse to participate in certain health care services (including abortions) due to ethical, moral or religious objection. A person claiming this “conscientious objector” status could not be subjected to civil, criminal, or administrative liability for refusing to perform the objectionable procedure.
