Introduced by Rep. Andy Meisner (D) on March 8, 2007, to appropriate $1.5 million for competitive grants to schools to pay for public safety officers and mental health professionals who would be tasked with recognizing warning signs and risk factors and preventing school violence and bullying.

Gangs definitely don't help us with our goal to have every child graduate. Hard to graduate when you are dead, pregnant, dying of AIDS.
