Introduced by Rep. Marsha Cheeks (D) on February 20, 2007, to prohibit schools that contain a certain percentage of low income students (as determined by the number who qualify for free lunches), from having a kindergarten through third grade (K-3) average class size of more than 17 students per class (with not more than 19 students in any particular class.

And who is going to pay for this? I know! All the students in grades 4 - 12 who have to increase the number of students in their classes to compensate.
