Marsha Cheeks (D) on February 20, 2007, to prohibit schools that contain a certain percentage of low income students (as determined by the number who qualify for free lunches), from having a kindergarten through third grade (K-3) average class size of more than 17 students per class (with not more than 19 students in any particular class.
