Introduced by Rep. Marsha Cheeks (D) on February 20, 2007, to revise certain procedures, deadlines and notice requirements related to those who owe delinquent property taxes, and whose property may therefore be subject to seizure and sale. The bill would require a city to place large notices printed on iridescent paper on the property prior to foreclosure proceedings, require personal visits to occupied properties, and more.

1) Wayne County must have too much money! by Anonymous Citizen on March 29, 2007 Rep. Cheeks must think Wayne County has too much money. I've scanned through this bill and then went to the Wayne County website. Under Rep. Cheeks bill, Wayne county would have to use certified mail for all its delinquent notices. It looks like about 5 mailings. Certified mail costs @ $4 more for each piece. According to their website, they have about 160,000 delinquent properties, at least for the first mailing. That's an additional cost of $640,000 for the first mailing. By the last mailing, they were down by about half. That's only an additional $320,000. Let's add $600, $500, and $400,000 for the mailings in between and we come up with an additional $2,500,000 in postage costs alone -- annually! Let's toss in another $250,000 for changing the publication from the Legal News to the Free Press, and adding another week. Plus finding 11 x 15 flurescent paper -- I'm sure that's a custom item. Add in the purchase of an office printer that can handle such outsized paper. And printing 100,000 pictures for the court file. I think another $3 million annually should do it. Now, Wayne County may not be the most efficient county in the state, but I'm betting the Treasurer doesn't have an extra $3 million in his office budget. No worry; I'm sure Rep. Cheeks will be glad to tell the County what services they should cut so that she isn't embarrassed again by having delinquent taxes. What an idiot! Reply
2) Personal agenda by Anonymous Citizen on March 29, 2007 For those of you out of SE Michigan, you may not know that Rep Cheeks was on the front page of the Detroit News a couple of years ago for having delinquent property taxes at risk of foreclosure. She didn't like the embarrassment, so she thinks every county in Michigan should spend extra time and money to remind people that they have to pay their taxes. The law already requires certified mail, newspaper publication and a personal visit. What does she need, an engraved invitation? Reply
3) When Was by Anonymous Citizen on March 2, 2007 the last time you forgot to pay your property taxes. This creates another loophole for deadbeats. "Gee Whiz, I didn't know I had to pay them every year"
