David Agema (R) on February 7, 2007, to require fines and permit fees imposed under state environmental law to be deposited in the state general fund, rather than in “restricted funds.” In recent years the source of much of the funding for the state Department of Environmental Quality has been shifted from the general fund to these other funds, giving the legislature has less control over spending by this department.
