Introduced by Rep. Virgil Smith, Jr. (D) on January 22, 2007, to prohibit law enforcement officers from using skin color as the sole basis for conducting an investigative stop (racial profiling), subject to penalties of 90 days in jail and a $100 fine.

every time a black man, or a muslim, is arrested, for no matter what, THAT will be racial profiling.
