  • Introduced by Rep. Chris Ward on May 23, 2006, to place before voters in the next general election a Constitutional amendment to require legislative districts to be apportioned on the basis of U.S. citizens in the district, rather than on the basis of raw population.

CA has additional EVERYTHING because of illegals--mainly higher taxes! Hope this passes.
