Revise teacher strike ban law

To require a school district that alleges that school employees are on strike to immediately notify the employment relations commission, and if it does not, to authorize the parent of a student to make the notification. This notification "starts the clock" on certain enforcement actions that under current law must begin within 60 days, but the bill would change to seven days. Strikes by school employees are illegal.
