Introduced by Rep. Pam Byrnes (D) on April 18, 2006, to allow local governments to establish "agriculture security districts," and enter "agricultural security district contracts" with the owners of farmland within the district who agree to not develop the land or remove it from agriculture. The land would then be exempt from property tax. If the landowner later developed the property a lien would be placed on it for all back taxes plus interest and penalties.
