Introduced by Rep. Gary McDowell (D) on February 1, 2006, to authorize income tax deduction equal to half the cost of installing a high efficiency home heating system, of up to a maximum deduction of $2,500. Only taxpayers below a certain income level (300 percent of the poverty level) would qualify.
