Introduced by Sen. Valde Garcia (R) on January 26, 2005, to require the Department of Education to develop a model "character development" program, and encourage public schools to provide it. This would be similar to those in the "Character Counts" program, the "Character First!" education series, or the "Character Unlimited" program; and would be based on the principles of effective character education published by the National Character Education Partnership.

Amendment offered by Sen. Liz Brater (D) on February 17, 2005, to strip out the provision that cites specific privately-developed curriculums as models on which a school's character education program might be based. The amendment failed in the Senate by voice vote on February 17, 2005.
