Introduced by Sen. Patricia Birkholz (R) on November 9, 2005, to require the Department of Environmental Quality to evaluate new public water systems with a capacity greater than 2 million gallons per day for potential averse natural resource impacts and prohibit them unless there is no alternative water source, in which case the DEQ would impose conditions.
