Introduced by Sen. Mike Bishop (R) on May 25, 2005, to allow the county road commission in Oakland or Wayne County to transfer jurisdiction of a road from a local unit of government to the road commission if the road had been blocked for more than six months without a compelling reason and/or the blockage provides a significant health, safety, or welfare concern. The bill refers in particular to Tienken Road, which the city of Auburn Hills in Oakland County has blocked at the border of Rochester Hills.

1) Will Governor Granholm Fail Taxpaying Motorists Again? by Anonymous on May 31, 2005 Senator Bishop is going to take another stab at reopening Tienken Road where it was closed by the City of Auburn Hills to prevent people from the adjacent city of Rochester Hills from driving through. This bill was passed in the last legislature, but unaccountably vetoed by Governor Granholm.
This issue gained attention recently when a gas line burst near the closure and Rochester Hills residents found their quickest escape route blocked. While that was a freak occurrence, it should remind the Governor that these roads are paid for by all drivers regardless of their place of residence, and that we deserve unhindered use of the roads we've paid for.
This issue is bigger than the pile of dirt at the Auburn Hills city limits. Cities are always trying to divert traffic into neighboring towns, or to make life hard on through drivers with low speed limits, narrowed main streets, intentionally mis-timed traffic signals, or intersections aligned to favor local traffic. This needs to stop, and it can only be stopped by the state.
This bill deserves passage again, and the Governor should put her duty to road users statewide ahead of favors for local politicians. Whose job is it, if not the Governor's, to stand up for state taxpayers against barriers to travel in Michigan?
