Introduced by Sen. Wayne Kuipers (R) on May 11, 2005, to establish a penalty of $10 for a first offense of failure to properly restrain a child less than 16 years of age in a vehicle, but increase the penalty to $100 for a second or subsequent violation. The money would be used for a child car seat safety grant program proposed by House Bill 4787.
