Establish early identification of students falling behind programs

To require school districts and charter schools that have an above-average percentage of pupils receiving special education to devote at least one professional development day a year to training teachers how to identify students who are falling behind. Under current law schools must provide at least five days of teacher professional development per year, and this proposed training day would be one of these. The bill is part of a legislative package comprised of Senate Bills 324 to 330.
