To authorize a waiver for part of the groundwater discharge permit fees imposed by 2003 Senate Bill 560, now Public Act 90 of 2004. A reduction could be granted if the Department of Environmental Quality determined that the amount of the fee is excessive in proportion to the amount or toxicity of the discharge; excessive in proportion to the net worth of the business from which the discharge occurs; or if there are other extenuating circumstances.
