Introduced by Rep. Chris Kolb (D) on November 22, 2005, to revise some of the exceptions from welfare work requirements. A custodial parent of an infant under three months of age would have to take instruction in parenting, nutrition, child development and abstinence-based family planning. Recipients who collect social security benefits because there is a disabled family member would not be automatically exempt from work requirements, but would have to provide a written assessment of need from a physician, psychiatrist, or psychologist.
Referred to the House Family and Childrens Services Committee on November 22, 2005.
Reported in the House on November 30, 2005, with the recommendation that the substitute (H-1) be adopted and that the bill then pass.
Substitute offered in the House on December 1, 2005, to replace the previous version of the bill with one that revises details but does not change the substance of the bill as previously described. The substitute passed by voice vote in the House on December 1, 2005.
