Establish discount insurance drug program

To create an intrastate prescription drug purchasing program that would pool the drug purchases of all state departments and agencies so as to get the best price possible. Also, underinsured or uninsured residents could join a program for $25 annually, $75 for a family of four, and this would allow them to buy prescription drugs through participating retail pharmacies at the lower price.
