Remove automatic industrial property “blight” exception

To revise the “blighted property” definition in the 2002 law that makes it easier for local governments to more easily condemn and take real property deemed "blighted." The revision would remove an automatic exception under which industrial-zoned property on which no back-taxes are owed cannot be defined as “blighted”.
