To replace the previous version of the bill with one that does not prohibit "community service" as a high school graduation requirement. Instead, the bill would only allow a parent to appeal a school's interpretation of "community service" when there is a misunderstanding or disagreement about what kind of volunteer work would fulfill the requirement. However, the substitute creates no requiement for the board to do anything but hear the appeal.
