Authorize certain zoning variance conditions

To allow "contract zoning," in which a county can negotiate with a developer and require that particular uses and development plans for a land parcel be implemented within a given period of time as a condition of rezoning the land, if the landowner agrees. The county could not then add to or alter the conditions during the time period specified.
