Impose annual $25 septic system fee and inspections

To impose an annual $25 state fee on home septic systems; require annual inspections of home septic systems paid for by property owners, with inspection reports filed with the county government; require the Department of Environmental Quality (DEQ) to create rules and standards for home septic systems; and require state certification and training of septic system installers and inspectors. The annual $25 fees would be used to pay for county septic oversight and inspection programs. Starting in 10 years, any existing septic system that did not meet the DEQ standards would have to be replaced.
