Tax credit for inadequate Medicaid reimbursement

To authorize an income tax credit for medical professionals who provide nonreimbursed Medicaid services, equal to the difference between the amount of actual reimbursement, and the amount that would have been paid under a Medicare reimbursement. Note: Medicaid is government subsidized health care for poor people, and Medicare is government subsidized health care for all people age 65 and above.
