Introduced by Rep. Chris Kolb (D) on March 10, 2004, to require a state groundwater withdrawal permit for facilities or farms that withdraw more than 100,000 gallons a day or more, beginning in 2010. Permit applicants would be required to submit five-year "water management and conservation" plans, and the Department of Environmental Quality would be authorized to approve, deny, or modify water use proposals.
