Introduced by Sen. Jud Gilbert (R) on December 3, 2003, to prohibit a school district from hiring a teacher later than July 1 for all or part of the following school year if the teacher is already under contract with another school district as of July 1, unless it first receives permission from the other school district.

What is the MEA's position? This legislation ensures job security, however, it does insinuate an ulterior motive in the teaching profession.

What about being fair to the district that you contracted to work for that now has to find a replacement teacher? What about being fair to the students that may or may not get a qualified teacher to instruct them?
