Introduced by Sen. Virg Bernero (D) on June 10, 2003, to require at least three percent of state purchasing contracts to be awarded to persons with disabilities, even if this means not awarding some contracts to contractors who submit the lowest bid. Under current law the three-percent level is a goal but not a requirement.

1) Unamerican/Defeat This by Ann Rock on June 14, 2003 There should absolutely NOT be 3% setasides for disabilities anymore then there should be a certain amt. of state contract quotas set aside for any race, color, gender or religion. Please refer to the Constitution where All men are created equal!.What foolishness, that even though other bidders come in lower they lose out because they are not disabled.I shudder over such thinking making its way into the legislative process.
