Rep. Shackleton, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
In challenging economic times, the state must fund it's priorities. Helping care for our aged veterans should be one of our top priorities. I voted no on the final passage of the Military and Veterans Affairs budget because it reflects a
decrease in the amount of state support to our two veterans homes."

3) 2003 Senate Bill 266  by admin on January 1, 2001 
Introduced in the Senate on March 6, 2003, the Senate version of the Fiscal Year (FY) 2003-2004 Department of Military and Veterans Affairs budget. (Note: Gov. Jennifer Granholm’s proposed budget for this department is Senate Bill 330 .) This appropriates $102.9 million in adjusted gross spending (funded from all sources, including state restricted fund and federal pass-through dollars, minus interdepartmental transfers), compared to $103.1 million, which was the FY 2002-2003 amount enrolled in 2002, excluding any supplemental appropriations, line-item vetoes, or later cuts. Of this, $37.9 million will come from the General Fund (funded by actual state tax revenues), compared to the FY 2002-2003 amount enrolled in 2002 of $40.0 million. This department operates programs intended to benefit state veterans, including the operation of two veterans’ homes, and also has the mission of ensuring the preparedness of the Michigan National Guard.
